Special Military Cell Flows Weapons and Equipment Into Ukraine

A little-known group at U.S. European Command in Germany fills Ukraine’s battlefield requests with donations from more than 40 countries.

STUTTGART, Germany — It takes a village to help Ukraine fight the Russians.

Consider a recent shipment of 105-millimeter howitzers. Britain donated the weapons, and New Zealand trained Ukrainian soldiers how to use them and provided spare parts. The United States supplied the ammunition and the vehicles to tow them and flew the load to a base near Ukraine’s border.

Choreographing the sequence was the job of dozens of military logistics specialists ensconced in a large, secure attic room at the U.S. European Command headquarters in Germany. The little-known group is playing a pivotal role in keeping the Ukrainian military armed and equipped as its battlefield needs become more complicated.

Think of the cell as a cross between a wedding registry for bombs, bullets and rocket artillery, and a military version of FedEx. Uniformed officers from more than two dozen countries try to match Ukraine’s requests with donations from more than 40 nations, then arrange to move the shipments by air, land or sea from the donor countries to Ukraine’s border for pickup. All within about 72 hours.

“The flow has been nonstop,” Rear Adm. R. Duke Heinz, the European Command’s chief logistician, told a small group of reporters who visited the logistics hub last week.

As the brutal five-month-old war appears to be edging closer to a new phase — with Ukraine laying the groundwork for a major offensive in the country’s south — Ukrainian political leaders and commanders are pressing the United States and its other allies to accelerate and broaden the flow of arms and munitions.

“Ukraine needs the firepower and the ammunition to withstand its barrage and to strike back at the Russian weapons launching these attacks from inside Ukraine’s own territory,” Defense Secretary Lloyd J. Austin III said last week in Washington. “And so we understand the urgency, and we’re pushing hard to maintain and intensify the momentum of donations.”

More American-supplied weapons like the High Mobility Artillery Rocket Systems, or HIMARS, are at the top of Ukraine’s wish list. But so are armed drones and fighter jets. Gen. C.Q. Brown, the Air Force chief of staff, suggested last week that the United States or one of its European allies could send fighter jets to Ukraine in the coming weeks or months.

Putin Pushing for Ukraine's Drone Supplier to Make Weapons for Him: Turkey

Russian President Vladimir Putin is reportedly pushing for Ukraine's drone supplier to produce weapons for the Kremlin, according to a new report from CNN Turk.

On Tuesday, CNN Turk reported that while meeting with members of the AK Party Central Executive Committee, Turkish President Recep Tayyip Erdogan said that Putin recently approached him about creating a Baykar drone factory in Russia.

"Putin says, 'Let's work together with Baykar,'" Erdogan said during the meeting, according to CNN Turk.

Baykar is a drone manufacturer located in Turkey that has supplied unmanned aerial drones to Ukraine, amid the country's ongoing war with Russia.

The report by CNN Turk comes shortly after the CEO of Baykar, Haluk Bayraktar spoke with CNN and said that the company does not plan to provide weapons to Russia.

"We have not delivered or supplied them with anything, [and] we will as well never do such a thing because we support Ukraine, support its sovereignty, its resistance for its independence," Bayraktar told CNN.

During the interview Bayraktar also spoke about the help that it has provided Ukraine saying, "We are actually proud and it's very touching for us to be one of the symbols of this big resistance of Ukraine and as you know Ukraine is under very heavy aggression and disproportionate attacks."

Bayraktar continued, "As I imagine, Turkey and Ukraine has a strategy level of relationship.… Turkey is supporting Ukraine with this armed drone technology."

In June, Reuters reported that a group in Lithuania started a crowdfunding campaign to help Ukraine pay for Baykar's TB2 model drones. In response to the crowdfunding campaign, Baykar announced that it "will not accept payment for the TB2s, and will send three UAVs free of charge to the Ukrainian war front."

"We ask that raised funds be remitted instead to the struggling people of Ukraine," the company said in a statement, according to Reuters.

In a separate statement following the crowdfunding from Lithuania, Baykar said, "The people of Lithuania have honorably raised funds to buy a Bayraktar TB2 for Ukraine. Upon learning this, Baykar will gift a Bayraktar TB2 to Lithuania free of charge and asks those funds go to Ukraine for humanitarian aid."

Earlier in the ongoing war between Russia and Ukraine, Erdogan criticized Putin and the Kremlin, calling the invasion "unacceptable." Additionally, in March, Erdogan's office posted a tweet that called for a cease-fire between Russia and Ukraine.

How Ukraine's Counter-Offensive Could Turn War Against Russia

Ukraine's forces have set the stage for a major counter-offensive they hope will push Russian occupiers out of Kherson in the south, opening a path to Crimea.

In recent weeks, Ukrainian artillery teams, special forces, and partisans have laid the groundwork by destroying key Russian hubs, attacking vital railways and bridges.

Troops and supplies have been massed along the southern front line that runs between the cities of Mykolayiv and Kherson.

The long-awaited counter-offensive may have already begun, according to U.S.-based think tank the Institute for the Study of War. Ukrainian President Volodymyr Zelensky has said his forces are moving "step by step" towards full liberation of Kherson.

Former defense minister, Andriy Zagorodnyuk, told Newsweek that Ukrainian fighters "need to move [Russian forces] out of there ASAP"; while Ukrainian security expert Alexander Khara suggests the attack "has an excellent chance of success."

Here's a closer look at Ukraine's major counter-offensive...
Counter-Offensive Preparation

Hanna Shelest, security studies program director at Ukrainian Prism foreign policy and security think-tank, told Newsweek that Kherson is a logical target for Ukraine's push.

"All territories are important," Shelest said from the southern port city of Odesa. "We are not prioritizing one way or another, it is just where we can do it right now."

The front line in the north, near Kharkiv, runs close to the Ukraine-Russia border, offering Russian forces good supply networks. In the east, Russia has poured troops and weapons into the pockmarked battlefields of the Donbas, winning limited victories.

But in the south, Russian forces have made no progress since the first weeks of the invasion. Supply lines from Crimea are stretched, their forces weakened by the demands of the Donbas, and occupying authorities are failing to suppress simmering insurgency.

Newly acquired long-range Western artillery systems—in particular the U.S.-made HIMARS and their high-precision munitions with ranges of some 50 miles—have allowed the Ukrainians to turn the screws, starving the occupiers of the ammunition, fuel, and other supplies needed to hold their positions.

Defense Minister Oleksii Reznikov said his forces have destroyed 50 Russian ammunition and fuel depots with HIMARS in recent weeks. The Ukrainians have also struck three bridges across the Inhulets River, which runs south of Kherson city.

On Tuesday night, Ukrainian forces hit the Antonivskiy bridge more than a dozen times, badly cratering the strategic structure and forcing its closure by occupying Russian authorities.

The damaged bridges, Shelest said before Tuesday's strikes, are a warning to the Russians. "It really depends on these bridges," she explained. "Ukrainians managed to not fully destroy the bridges, but to demonstrate that we can do it perfectly...It has a psychological effect."

Alexander Khara, a former security adviser to the Ukrainian government, told Newsweek the state of Russian morale in the south means a counter-offensive "has an excellent chance of success."

"The Russians suffer from poor morale, logistical troubles, and the horror of HIMARS," he said.

Partisan activity is also undermining Russian morale across the south. Top ranking collaborators have been killed and Russian troops have been regularly attacked.

"That is important," Shelest said of the strength of local resistance. "That's what makes it very different from what we had in Donbas in 2014."
Why Kherson Truly Matters

The city of Kherson—with a pre-invasion population of almost 300,000 people—will be the main target of the coming Ukrainian push. Just 15 miles from the front, Ukrainian success here would open the door to the rest of the region.

Broader victory in the south offers Ukraine multiple strategic gains.

Pushing Russian forces further east, beyond Kherson, will keep them even further from the key port city of Odesa and commercial ships operating there.

"Odesa is our gateway to the world," Ukrainian security expert Khara said. "The importance of Odesa is felt way beyond Ukraine. With its blockade by Russia, millions of people across the globe are starving."

Andriy Zagorodnyuk, Ukraine's former defense minister,said it is too dangerous to leave Kherson in Russian hands.

"While Russia holds Kherson they will always be threatening Mykolaiv," Zagorodnyuk said. "And while that is happening, Odessa is in danger. The Russians always wanted and still want to take the whole Black Sea coast, so we need to move them out of there ASAP."

G7 aim to have price cap on Russian oil in place before Dec 5

BRUSSELS (Reuters) - The Group of Seven richest economies aim to have a price-capping mechanism on Russian oil exports in place by Dec. 5, when European Union sanctions banning seaborne imports of Russian crude come into force, a senior G7 official said on Wednesday.

“The goal here is to align with the timing that the EU has already put in place. We want to make sure that the price cap mechanism goes into effect at the same time,” said the official, who asked not to be named.

The G7 - the United States, Canada, Japan, Germany, France, Italy and Britain - said last month they would consider setting a price cap on Russian crude to curb the oil revenue that Moscow uses to finance its invasion of Ukraine.

Since then there have been efforts to bring on board China and India, which are already buying Russian oil at a discount to the market price.

“We’ve already heard from a number of Asian countries that are interested in either joining the coalition or better understanding the price point at which the price will be set in order to strengthen their hand in their negotiations with the Russians over future contracts,” the G7 official said.

The price set by the G7 would be made public for that reason, he said.

China and India are interested in the idea of minimising their oil import costs because they are concerned about the budget impact through often-subsidised retail prices and inflation, the official said.

The G7 want the price on Russian crude to be set by members of the buyers’ cartel at a level above Russian production costs, so as to provide an incentive for the Kremlin to keep pumping, but much below the current high market prices.

This way, Russia would face a tough choice between agreeing to lower, but continued revenue and almost no revenue once the EU crude oil embargo enters into force in December.

The official said Russia will have a hard time selling its crude elsewhere because the EU sanctions envisage a ban on all financial services connected to trade in its oil, including insurance, re-insurance and financing of cargos and ships.
