The Biden admin is expected to announce today that it will allow sanctions to move forward on the company in charge of building Russia's Nord Stream 2 gas pipeline, Nord Stream 2 AG, and its CEO after blocking such sanctions last year using a national security waiver.

The administration decided to move forward with rescinding the national security waiver after Germany on Tuesday announced that it was halting the certification of the pipeline, officials told CNN.

The move, described by three US officials, is part of a series of penalties the US and its allies have imposed on Russia this week in response to Russian President Vladimir Putin’s recognition of separatist territories in eastern Ukraine as independent.

Deze voorgestelde sancties zijn veel te mager. Russen hebben alles al bekonkeld met China. Verder een grote oorlogskas. Gevolg zal zijn dat er een grote tweedeling in de wereld zal ontstaan waarbij een groot deel zich in het geheel niet zal bekommeren om milieu problematiek en er verder gescheiden betalingssystemen zouden kunnen ontstaan. Ik voorzie dat de consequenties voor het westen uiteindelijk veel ingrijpender zullen zijn. En ook ik mis doorgewinterde posters die door hun ervaring en kennis vaak een verhelderende kijk op de aandelen markt hebben. We zitten hier niet in de Oekraïne maar op het forum van iex!

WASHINGTON - „Poetin is de agressor. Poetin koos voor deze oorlog. En nu zullen hij en zijn land de gevolgen moeten dragen.” De woorden van de Amerikaanse president Joe Biden tijdens een ingelaste persconferentie over de Russische inval in Oekraïne waren stevig. Maar over die beloofde gevolgen, ’de zwaarste sancties die we ooit hebben getroffen’, bestaan grote vraagtekens. Zelfs Biden moest toegeven dat sancties niet meteen iets aan de situatie in Oekraïne zullen veranderen.

Na ontsteltenis in Washington over de aanval van Poetin en oproepen van Democraten en Republikeinen om Oekraïne te helpen, volgde al snel kritiek op het Witte Huis. „Biden heeft Poetin vrij spel gegeven”, schrijft veiligheidsexpert Alexander Vindman in het tijdschrift The Atlantic.

Vindman is vooral bekend om zijn rol in de eerste impeachmentprocedure van Donald Trump, maar laat nu geen spaan heel van Bidens buitenlandbeleid. Een van de belangrijkste drukmiddelen gaf Biden uit handen, door in een vroeg stadium te zeggen dat Amerikaanse en NAVO-troepen sowieso niet zouden worden ingezet om Oekraïne te helpen. „Een impliciet dreigement zou Poetin al hebben gedwongen om de risico’s van verdere escalatie te heroverwegen.”

Partijgenoten
Opvallend is dat er ook kritiek klinkt van een aantal partijgenoten van Biden. „Er is meer wat we kunnen en moeten doen”, aldus de Democratische Senator Bob Menendez. Tot frustratie van Menendez houdt Rusland bijvoorbeeld voorlopig toegang tot banksysteem SWIFT, iets wat Biden donderdag toeschreef aan Europese lidstaten, die het niets eens konden worden over de ingrijpende sanctie.

„Meer sancties instellen is niet zo simpel als het indrukken van een knop”, reageerde Veiligheidsraadsadviseur Daleep Singh. „We volgen een set principes.” Een van de belangrijkste speerpunten van Biden is om alle stappen in samenspraak met Europese leiders te nemen en zo een blok te vormen tegen Poetin.

Tandeloze president
De Amerikaanse president zit in een lastige positie. Als Biden toch eigenhandig tot maximale economische sancties besluit, kan het Amerikanen flink in de portemonnee raken, op een moment dat de rapportcijfers van de president al laag zijn en de zorgen over inflatie hoog. Maar als de huidige ronde sancties geen duidelijk effect heeft op het gedrag van Poetin, komt Biden over als een tandeloze president.

Op de conservatieve tv-zender Fox News herinneren ze het Witte Huis inmiddels graag aan een stoere opmerking die Biden als presidentskandidaat deed in oktober 2019: „Poetin weet dat als ik de president ben, zijn dagen van tirannie en zijn pogingen om de Verenigde Staten en de mensen in Oost-Europa te intimideren afgelopen zijn.”

Onderschat
Heeft Biden Poetin niet onderschat, vroeg Fox-journalist Peter Doocy zich af tijdens de persconferentie. De president reageerde afwijzend, maar gaf daarna een antwoord dat de beperkte Amerikaanse reactie op Poetins oorlogvoering eigenlijk nog fletser maakt: „Poetin heeft veel grotere ambities dan Oekraïne. Hij wil de Sovjet-Unie in ere herstellen.”

Brown Jackson als eerste zwarte vrouw voorgedragen voor Hooggerechtshof

Rechter Ketanji Brown Jackson wordt door de Amerikaanse president Biden voorgedragen als nieuw lid van het Hooggerechtshof. Zij zal de eerste zwarte vrouw zijn die deze positie bekleedt.

Brown Jackson (51) zal een 83-jarige rechter opvolgen die in juni zijn werk neerlegt. Hij gold als een van de drie liberale rechters in het Hooggerechtshof. De overige zes rechters zijn conservatief.

Met de benoeming van Brown Jackson zal de politieke balans binnen het Hooggerechtshof niet veranderen. Wel heeft Biden de mogelijkheid aangegrepen om een relatief jonge liberale kandidaat voor te dragen die mogelijk tientallen jaren deel kan uitmaken van het college.

Biden beloofde tijdens zijn verkiezingscampagne voor zijn presidentschap dat hij een zwarte vrouw zou voordragen. Eenmaal verkozen herhaalde hij die belofte. Daarbij zei hij dat "de mijlpaal al had moeten plaatsvinden".
