Contractors revealed on DfE’s £7bn framework

The school's framework is worth £7bn over four years
Bam Construct, Kier and Willmott Dixon are among the five contractors to scoop places on both high-value lots of the Department for Education’s (DfE) mammoth £7bn building framework.
A total of 26 contractors have been picked on the 22 separate lots on the four-year framework, which is split into regional areas and will cover construction of schools, universities and technical colleges.
Bowmer & Kirkland and Wates join Bam, Kier and Willmott Dixon as the five contractors on both of the coveted £12m+ value lots covering the North and South of England.
When launched in January this year, the high-value lot covering the northern region had an anticipated maximum value of £1.25bn, with the lot covering the southern region worth £2.25bn. Skanska, John Graham Construction and Bouygues are the three additional contractors to land a spot on the high-value band covering the south of England.
The framework replaces the DfE’s £8bn schools framework, which has been active since 2017 and had 32 contractors on it.
According to the DfE, the construction framework supports the school-building programmes and is also available for schools, local authorities, and other government departments to use for their own projects.
It is split into three main value bands: the high-value band covers projects over £12m in value, which covers two regions; North and South.
The medium-value band covers projects valued between £6m and £12m and is split into eight regions. The lower-value band is valued between £0.5m and £6m and is split into 12 regions.
Contractors to scoop places on the medium-value lots include Galliford Try, Morgan Sindall, ISG, Henry Boot, Spatial Initiative, Goldbeck, McLaren, Osborne, Henry Brothers and Tilbury Douglas, which bid for the framework under former name Interserve.
Tilbury Douglas and Galliford Try, Morgan Sindall and ISG won places on all eight regional lots, which have an estimated combined maximum value of £2.52bn
According to framework documents, the DfE expects the majority of schemes to be awarded via a mini competition. In the first 12 months of the construction framework, DfE shall use the contractor’s tender response evaluation score to determine its position in the direct award rankings.
From the second year of the construction framework, the DfE shall review the direct award rankings every six months.
